UPDATE: Martin Schwimmer at the Trademark Blog makes an excellent observation based on this report, namely, that restricted gTLDs are remarkably free of cybersquatting problems.

This is consistent with the WIPO Report on the First Internet Domain Name Process, April 30, 1999, leading to the development of the UDRP. As a member of the panel of experts to that report, I welcome more attention to limiting the introduction of new gTLDs to differentiated or restricted domains, instead of unrestricted generic domains, because I believed it would help avoid cybersqutting and infringement problems.

The WIPO report stated, in part:

344. In addition to reference to experience as a means of controlling any perceived harmful effects of introducing new gTLDs, as discussed above, consideration could also be given to differentiation as a means of accommodating both the interests of intellectual property owners and those of other constituencies in the addition of new gTLDs.

I note that Martin Schwimmer was among the interested parties submitting comments supporting this point to the WIPO Panel at the time. I am glad to see that conclusion supported by the recent ICANN report.
